Corporation is seeking highly skilled and experienced Closed Area
Buyers to support a fast-paced Engineering and Manufacturing
Development (EMD) program in a classified environment. The ideal
candidates will possess expertise in actively working and managing
procurement activities and will hold an active Secret clearance.
This role require individuals who can operate with minimal
oversight while maintaining strong cross-functional and functional
collaboration. What You will Do: Manage procurement activities in
support of classified programs, including sourcing, negotiating,
Prepare POs and PO documentation in accordance with company
directives, prime contract flow downs and company work
instructions. Post-award management of POs to be handled in
accordance with company directives and work instructions. Lead
Supplier interaction and collaboration with internal
cross-functional teams to manage a variety of procurements
including but not limited to build-to-print, performance
specifications, Supplier Statements of Work (SSOWs), with
medium/high complexity. Prepare and execute various types of
agreements, such as: PIAs, Long Term Agreements, Bailment, etc.
Collaborate with cross-functional teams, including engineering,
program management, and finance, to ensure timely and
cost-effective procurement of goods and services. Ensure compliance
with company policies, FAR/DFARS regulations, and customer
requirements in all purchasing activities. Maintain accountability
for program schedules, budgets, and quality metrics related to
procurement deliverables. Establish and maintain strong
relationships with suppliers in a secure and classified
environment. Proactively identify and mitigate risks in the
procurement process. Support audits and reviews, ensuring
documentation and records are up-to-date and accurate.
Qualifications You Must Have: Typically requires a Bachelor’s
degree and a minimum of 8 years prior relevant experience, or an
Advance Degree in a related field and a minimum of 5 years’
experience. Experience with FAR/DFARS and ITAR compliance
regulations. Active and transferable U.S. government issued
security clearance is required prior to start date. U.S.
citizenship is required, as only U.S. citizens are eligible for a
security clearance." Qualifications We Prefer: Proven ability to
work effectively in a fast-paced environment with minimal
oversight. Exceptional communication and collaboration skills to
engage with cross-functional and functional teams. Expertise in
processing paper purchase orders and procurement systems. Active
Top Secret Clearance Experience with SAP and Microsoft Office Suite
of Products Prior experience with multiple subcontract types
including but not limited to Firm Fixed Price (FFP), Time and
Material (T&M), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive
Fee (CPIF) Experience with reading and understanding drawings,
specifications and other engineering documents including complex
SOWs Experience with proposals from prospective suppliers and
analyze cost/price, technical capability, and financial viability,
conducting investigations to ensure ability to perform within cost
and schedule Experience working in Engineering and Manufacturing
Development (EMD) programs. Professional certifications such as
CPSM or PMP. Familiarity with RTX systems and processes. Additional
Information: Candidates must be U.S. citizens with a current Secret
Clearance and eligible for a Top Secret clearance. Relocation

107,500 USD - 204,500 USD. The salary range provided is a good
faith estimate representative of all experience levels. RTX
