Our employees are not only part of history, they're making history. Northrop Grumman's Launch and Missile Defense Systems is seeking a Deputy Program Manager for the Zombie Target Program. The Zombie Program supports a diverse set of missions, including Missile Defense testing for the US Army under the Space and Missile Defense Command (SMDC), launch vehicle flight tests in support of the Commonwealth of Australia (CoA) Department of Defense, and development and research of hypersonic vehicles for multiple US agencies and foreign partners under a contract through the US Navy. Annual revenue is in excess of $25M with additional growth potential due to the low cost and flexibility of the system. Program management, engineering, and production is based out of Chandler, Arizona, while missions are executed in a campaign style from several United States government launch ranges and international launch ranges.This position will be located in Chandler, AZ.Working under the program manager, the successful candidate will be responsible for:

  • Overall cost, schedule and technical performance
  • Management of the design, development, procurement, integration and test, and launch execution of target launch vehicles
  • Development and adherence to budget baselines utilizing Earned Value Management System (EVMS) control methodologies and tools
  • Participating in the negotiation of contracts and contract modifications, evaluation of supplier issues, contract changes, operating budgets, schedule milestones, and key terms and conditions
  • Leading, managing, or participating in various customer periodic reviews such as Quarterly Program Reviews, Integrated Baseline Reviews, Technical Interchange Meetings, Design Reviews, Weekly Mgmt Status Meetings, etc.
  • Participating in monthly Internal Program Management Reviews, monthly Financial Forecast reviews, and quarterly EAC submittals
  • Proposal development for contract modifications and supporting Business Development on new contracts as necessary
  • Integrated Master and Daily Activity Schedule development and maintenance
  • Task plan development and task instruction execution
  • Identifying risks and developing/implementing mitigation and/or recovery plans
  • Preparation of charts and briefings on status/progress and processes; delivering presentations to customers, executive management and other program stakeholders
  • Parts obsolescence tracking and replacement implementation planningBasic Qualifications:
    • Minimum Education/Experience for a Program Manager 2: Bachelor of Engineering degree plus a minimum of 9 years of experience; Master's degree plus 7 years of experience
    • Must have U.S. Citizenship and hold a current or active Secret clearance
    • History of Successful Project Management of multi-discipline technical teams (i.e. mechanical, electrical, software, etc.) building products to meet technical requirements
    • General aerospace and launch vehicle knowledge
    • Excellent written and oral communications skills
    • Knowledge and management of various government CLIN types including CPIF/CPAF/FPIF/FPAF/FFP
    • Be able to travel up to 25% of the time, including foreign destinations Preferred Qualifications:
      • Program management experience as a prime contractor with the Missile Defense Agency (MDA) or other government agency
      • Campaign style rocket launch experience from U.S. Government launch ranges
      • Familiarity with launch vehicles as well as missile subsystems including but not limited to:
        • Avionics
        • Telemetry Systems
        • Solid rocket motors
        • Control systems (Thrust Vector Control, Cold Gas Attitude Control, Air Vanes)
        • Separation Systems (Shrouds, Fairings, Stages, and ejection systems)
        • Structures and Aerodynamics Salary Range: $123,900 USD - $185,900 USD Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
