Our employees are not only part of history, they're making history.Northrop Grumman Space Systems is searching for an experienced Manager Programs, 2 to join the Program Engineering Management team within Launch Vehicles business unit in support of the T3c2 Targets Program located in Chandler, AZ. This program supports the Missile Defense Agency's (MDA) Targets portfolio, and provides ground launched targets used to test various MDA systems. Production efforts are focused in Chandler, AZ; with some efforts in Huntsville, AL; and Promontory, UT. At least two missions will be executed in a campaign style from the Pacific Missile Range Facility.Role Description & Responsibilities:This position reports to the Targets Program Chief Engineer and supports the MRBM T3c2 Target Program Manager. The MRBM T3c2 Program Engineering Manager is responsible for leading a cross functional team of approximately 20 people consisting of Engineering, Manufacturing, and Quality personnel in the successful execution of production, test, field operations, and flight, including Pre-Mission Analysis, Launch Vehicle Missionization, Launch Execution, and Post Mission Analysis. Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

  • Lead the team to achieve 100% mission success.
  • Execute project management for T3c2 launch vehicles, including integrated milestone schedule (IMS) management, earned value management system (EVMS) management and daily issue resolution.
  • Provide oversight, technical direction, and guidance across a multi-discipline engineering, manufacturing, and test team.
  • Lead various technical meetings and working groups with the MDA
  • Manage, control, and administer the successful performance of technical tasks.
  • Help resolve programmatic and technical problems that would affect cost, schedule, and system performance.
    • Participate in the Configuration Control and Risk Review Boards.
    • Manage the resolution of component and supplier issues related to these vehicles
    • Represent these vehicles as required in meetings and management boards with the Missile Defense Agency
    • Brief senior management on project status and technical details approximately monthly.Experience Requirements:
      • Bachelor of Science Engineering degree plus 9 years of experience; Masters degree plus 7 years of experience.
      • U. S. Citizenship is required
      • Candidate must have Secret security clearance
      • Ability to Travel Occasionally (6-8 trips/year)
      • Candidate must have a minimum of 7 years directly related experience in project management
        • Direct internal as well as external customer interface experience
        • Demonstrated verbal and written communication excellence with customers and all levels of management
        • Experience developing project cost and schedules and managing efforts via EVMS
        • Exceptional leader of a multi-disciplined team
          • Thorough understanding of design standards, procurement processes and configuration management
          • Ability to work under limited supervision and complete projects on time and on budget
          • Multi-disciplinary engineering experience -or- system engineering experience
          • Perform other duties, as necessary, commensurate with the role of Program Manager.Experience Preferred:
            • Candidate must have a minimum of 9 years directly related experience in project management
            • Earned Value Management System (EVMS) management experience
            • Sustained interactions and established relationships with the MDA.Education/Certifications:BS in Engineering or equivalent combination of education and experience may be considered.Salary Range: $123,900 USD - $185,900 USD Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
